Governance in hutongs: China's grassroots democracy

　　In the heart of Beijing, a construction project in a densely populated hutong has triggered unhappiness among over 200 residents, who voiced their dissatisfaction over disturbing noise, sudden cracks in their walls, and the disruption of their sleep.
